You cannot compel the accused to "tell their side" or "testify against them self" in a criminal trial. Generally it is better if they don't unless there is something that would mitigate the situation like diminished mental capacity. I'm having a problem making sense of the story in regards to what motivated the perp. to do this to the horse even if the client did something terrible to him, why take it out on the horse?

From the photo, it appears he ripped them away from the hoof. However it was done it looks unprofessional and mean spirited. OTOH, I've seen horses do much the same thing all of their own accord. But he should have know better. ymmv.
